Byggnaden uppfördes av Uppsala stad som Upsala pantlåneinrättning efter ritningar från 1884 av stadsarkitekt C. A. Ekholm. Huset uppfördes i enlighet med den nya stadsplan som antogs 1881 i vilken kv Fröj och Vaksala torg erhöll sin nuvarande utsträckning. Den första pantlånerörelsen i Sverige inrättades i Stockholm 1772 och hade ett utpräglat socialt syfte att erbjuda penninglån även till de mindre bemedlade i samhället.
Parallellt med Pantbanken, med gaveln mot Salagatan, ligger ett tvåvånings trähus från 1868 som urspungligen var tingshus för Vaksala och Ulleråkers häradsrätt. Det uppfördes i enlighet med stadsplanen från 1859 vilken innehöll ett torg med slutna hörn, lika Stora torget, och som var en föregångare till Vaksala torg. Tingshuset låg med sin långsida ut mot torget. Huset väster om pantbanken längs Vaksalagatan uppfördes omkring 1865 och hade gavelfasad mot torget enligt 1859 års stadsplan. Något torg i egentlig mening fanns knappast under 1860-talet eftersom området vid denna tid var stadens utkant och mycket glest bebyggt.
