RB 304 är ett resultat av ett utvecklingsarbete som påbörjades inom försvarets gemensamma robotbyrå i slutet på 1940-talet som projekt 304. Projektet var påverkat av den rådande hotbilden om en sovjetisk fartygsinvasion över Östersjön.
RB 304B fälldes från Fpl 32, och avsåg utprovning av målsökningen. Efter fällning på hög höjd tändes krutraketmotorn, höjdhållaren tog ner roboten till ca 10 meter över vattenytan, därefter startade målsökaren. Målsökaren var en enplans aktiv radarmålsökare som arbetade i CW-mod. De första målsökarna hade en snedställd roterande parabol för lobskiftning i horisontalplanet. Provrobotarna var försedda med en mycket avancerad mätutrustning för registrering av flygförlopp samt mekaniska och termiska miljöer mm. Mätsignalerna sändes från roboten till mottagarenheter på försöksplatsens ledningscentral (LC). Utprovningen skedde över Vättern utanför Karlsborg under åren 1954 – 1962.
RB 304B vidareutvecklades sedan till RB 304C, som provfälldes från Fpl J29 första gången 1955 . När utprovningen var färdig påbörjades serietillverkningen av stridsrobot 304C (senare benämnd RB 04C). Tillverkningen av såväl provrobotar som stridsrobotar ägde rum vid CVA i Arboga. År 1961 blev RB 04C standardbeväpning för Attacklansen A32A. Denna vidareutvecklades senare till RB04/D, för anpassning till attackviggen AJ37.
