Frans Timén föddes i Göteborg 1883 men växte upp i Vänersborg där fadern var fängelsedirektör. Sin konstnärliga utbildning fick han på Valand i Göteborg för Carl Wilhelmson. Åren 1911 – 12 studerade han i Paris där han tog intryck av modernismen genom främst Cézanne och kubismen. Efter återkomsten från Paris vistades han i hemstaden Vänersborg under några år och hade då ateljé på Blåsut. Vid 20-talets början tillbragte Timén närmare tre år i Spanien. Från 1936 till sin bortgång 1968 var han bosatt i Örebro.
Timén var medlem av konstnärssammanslutningen ”Optimisterna”
(bildad 1924) och den mycket uppmärksammade föreningen ”Färg och Form” (bildad 1932). Utöver utställningar i dessa föreningars regi hade han ett stort antal egna i Stockholm, Göteborg med flera platser. Timéns verk omfattar i stort sett stafflimåleri men några större dekorativa uppdrag är också kända. Redan 1909 arrangerade han en separatutställning på Vänersborgs museum.
Timén målade naturen. Han var realist och avvek aldrig från sin strama, återhållna och tyglade naturuppfattning. I en tid av tvära kast mellan olika konstriktningar uppmärksammade landets främsta kritiker hans ärliga och ödmjuka inställning till naturen. Man talade om en fattigdomens charm, en stilkänsla, stark vilja, manlig kraft, djup och rikedom. Sina motiv hittade han främst i Bohuslän där landskapets allvar talade direkt till hans konstnärstemperament. Tiveden, Bergslagen, Kinnekulle och hemstaden Örebro blev andra motivkretsar.
