Johan August Hedberg var stadsfullmäktigeledamot åren 1883-94, var dessförinnan drätselkammarens
ordförande, ledamot av skolrådet, och tillhörde under lång tid styrelsen för
Sundsvalls Enskilda Bank och Sundsvalls Utskänkningsbolag, samt var ordförande i Sundsvalls sparbank.
Johan övertog sin bror Anders Petters företag efter dennes död. 1898 sålde han alla skogar och sågverk till Tunadal AB för 3 400 000 kronor. Han donerade även 540 000 kronor till Sundsvalls stad, vilket användes till byggandet av läroverket (numera Hedbergska gymnasiet). 20 000 kronor gick till fontänen i parken Vängåvan.
Hans fru Maria Hedberg avled den 1914 och båda makarna efterlämnade ytterligare donationer till staden. Huset med innehåll donerade emellertid fru Hedberg till rådmannen John af Sandeberg, makarnas mångårige vän och rådgivare. Denne avled i sin tur 1916 och testamenterade huset med lösegendom till Sundsvalls stad att användas för kommunala ändamål. I donationen ingick även ett stort antal tavlor av mer eller mindre kända konstnärer, ostindiskt porslin och en rätt stor silversamling som numera förvaras på Sundsvalls museum.
