Hugo Daniel Hallgren (1879 – 1933) föddes i Lysekil och var son till bankkassör Niklas Hallgren och Josefina Mathilda Mathson. Familjen byggde ett hus i Rosvik 1873.
Hugo gick Lysekils Samskola, utbildade sig till bokhållare och blev kamrer vid Lysekils Nya Badhusaktiebolag, med ståtliga titeln badkamrer.
1910 gifte sig Hugo Hallgren och Tonny (Gudborg Sofia) Jonsson (1879 – 1925). Hon var telegrafist till yrket och uppvuxen i Linköping. Paret fick sonen Carl Hugo 1912 och samma år byggde familjen ett eget hus vid tennisbanan i Lysekil.
Hugo Hallgren började fotografera 1897 enligt uppgifter i hans eget register och han var mycket fotointresserad. Han kom att utveckla sin hobby till en närmast professionell nivå.
Samlingen innehåller 3 151 bilder främst från Lysekil, tagna mellan åren 1897 - 1930.
Motivkretsen är huvudsakligen badanstalten och dess utbyggnad, badortsliv, byggandet av bron till Släggö, kappseglingar, örlogsfartyg, Rosvik, byggandet av Lysekils nya kyrka. Varje höst efter badsäsongens slut brukade Hallgren göra resor i Sverige, gärna till andra badorter och städer där han fotograferade flitigt.
”Hugo Hallgrens bilder är framförallt tagna i Lysekil med omnejd och dokumenterar staden både som samhälle och badort. Han företog åtskilliga resor, både i Sverige och utomlands, och kameran var alltid med. På resorna till Göteborg färdades han ofta med båt och passade då på att föreviga samhällena längs kusten. Han hade ett eget mörkrum, framkallade och kopierade själv sina negativ och lät ge ut en stor mängd bilder som vykort.” Quirin 2001.
”När kamreren Hugo Hallgrens år 1933 gick bort, förvärvade Fornminnessällskapet Vikarvet hans stora samlingar av fotografier, handlingar, tidningsurklipp och tryck.
1954 beslöt emellertid Vikarvet att deponera samlingen i stadsarkivet (Lysekil). Samlingarna äro delvis ordnade av kamrer Hallgren själv.
Samlingen innehåller en del helt unika foton från köpingens blomstringstid. Bildsamlingen i övrigt representeras av vidare av omkring 3000 negativ, mest glasplåtar. En serie på 2 092 nummer har av kamrer Hallgren själv ordnats och försetts med ganska utförliga uppgifter om motivet och tiden för fotot. Det gäller plåtar från tiden 1897 till 1919. Kamrer Hallgren påbörjade även ett register över denna samling, vilken omfattar något över 500 nummer. Motiven äro hämtade från Lysekil och trakten häromkring med stark tonvikt på Havsbadet och Gullmarn. Segling och sjöfart äro de dominerande motiven på de talrika journalbetonade bilderna i samlingen. Denna innehåller också en del bilder av mera privat natur.” Granqvist 1958.

Vikarvet startade år 1915 som Fornminnessällskapet Vikarfvet. Inriktningen var då vård av fornminnen i Bohuslän.
En museibyggnad tillkom 1972. Föreningen fick då en mer allmän kulturhistorisk inriktning.
Namnet ändrades år 2009 till Bohuslänska Kulturhistoriska Sällskapet Vikarvet och från 2013 heter föreningen Vikarvet.
