I Sverige lever vi länge – i början av 1970-talet blev vi äldst i världen. Ett välfungerande samhälle tar hand om sina invånare, och äldreomsorgen säger mycket om levnadsstandarden i ett land. Länge bodde de äldre i vad som kallades backstugor, detta utan något stöd från samhället. I storstäderna fanns hospital för den som var svårt sjuk. Under 1800-talet skedde en drastisk ökning av antalet äldre invånare och kommunernas lösning blev att samla dem i fattigstugor, kommunens hjälp där var dock begränsad och de boende fick klara sig bäst det gick. 1918 instiftades fattigvårdslagen som innebar att ålderdomshemmen blev kommunens skyldighet, i vissa fall ledde detta inte til mer än ett namnbyte på den tidigare fattigstugan, medan det i andra byggdes nya, och pampiga, byggnader för de äldre. Under 1920-talet infördes pensionärshem, det var små hyreslägenheter, med kokvrå, liten toalett och delat badrum, denna lösningen gjorde att den äldre slapp den negativa stämpel som fattigvården innebar. På 1940-talet rördes det om ordentligt i äldreomsorgens gryta, mycket på grund av författaren Ivar Lo- Johanssons artiklar om hur det stod till med den Svenska äldreomsorgen egentligen.
Kritiken mot hemmen blev massiv och de planer som fanns på att bygga ut dem 1947 lades ner. Efter lång debatt blev äldrepolitiken slutligen ändrad från vårdhem till hemvård och införandet av folkpensionen 1948, gjorde att fick fler råd att betala hyran för pensionärshem.
I början av 1950-talet blev startskottet för den moderna äldreomsorgen med introduktionen av kommunal hemtjänst i det egna hemmet, Röda korset i Uppsala var först med att bedriva hemtjänst, andra frivilligorganisationer t.ex. kvinnoföreningar följde efter, innan kommunerna så småningom tog över helt. I och med åldringsvårdsutredningen, tillsatt 1952 av socialminister Gunnar Sträng, genomfördes en lagändring som skilde äldreomsorgen från fattigvården. Den nya synen på äldreomsorgen blev startskottet för en ny politisk inriktning som vi följer än i dag: principen att äldre ska få bo kvar i hemmet så länge som möjligt.
Allan Bernving föddes 1911. Han skildrade Öland i ord och bild under de decennier när landet förändrades; främst 1950- och 1960-talen. Bernvings intresse för historia och lokala företeelser ledde till att han fotograferade stort och smått; ofta sådant som han förstod var nära att försvinna eller sådant som var nyheter. Så har han t ex två bildserier om skörd, en med självbindare från 1958 och en med skördetröska från 1960. Sådana bilder är oersättliga för att belysa jordbrukets förvandling i mitten av 1900-talet.
Han var lokalredaktör på Öland för Östra Småland 1950-1965 men fortsatte att fotografera även därefter. Enligt utsago från journalistkolleger var det då hustrun som tog bilderna efter Bernvings instruktioner.
I 40-årsåldern blev Allan Bernving döv och blind. Försämringen gick gradvis och tvang honom till sist att sluta som journalist. Istället engagerade Bernving sig för de dövblindas situation. Rätten till tolk var t ex inte alls självklar för denna grupp. Engagemanget ledde till att Bernving 1975-1983 var ordförande i de svenska dövblindas riksförbund. I september 1977 var han en del av den svenska delegationen till de dövblindas världskongress i New York.
Allan Bernving avled 1993.
