Victor Axelsson var född i Arvika. Som 20-åring reste han till Amerika. I staden Sacramento startade han en krukmakarverkstad som fick namnet Panama Pottery. Ytterligare tre Arvikabor, Johan Nilsson, Carl Andersson och Anders ”Andy” Andersson, arbetade i verkstaden där de tillsammans med tjugotalet andra anställda tillverkade lerfat, krukor och andra lerkärl.
1928 återvände Victor till Sverige och bosatte sig i Anneborg i Långvak. Han fortsatte som krukmakare och tillverkade hushållsgods, men även en del prydnadsföremål. Victor experimenterade gärna med både färg och form och ansågs också ha påverkats av sin tid i Amerika.
1934 fick Victor en medhjälpare som drejare, Åke Warnstad, född i Älvros i Härjedalen. 1939 började Gustaf Persman arbeta i företaget. Han hade varit lärling hos Riborg Böving. Tre bröder Lomarker – tidigare hette de Larsson – anslöt sig också.
Victor Axelsson signerade sina verk med bokstäverna Va.
När Victor Axelsson avlidit tog Åke Warnstad och Gustaf Persman över driften under namnet Arvika Keramik. Deras alster signerades P-W.
